Restricting access to R&R nsf database

Is there a way to only allow users to make reservations from their calendars, but restrict them being able to open the actual resource nsf file? We have found some crafty users who have figured out how to locate and open the resource database. We need to block users from being able see who has what rooms/resources reserved, as well as not being able to see the meeting subjects as they may be confidential in nature.
